Kyle Fleming, WAPA's Governing Board Chairman, speaks about the reason for the increase. Members of the 35^th Legislature voted on Bill 35-0099 proposed by Senator Marise James which aims to establish a time limit after which certain mortgages and other security interests would expire on paid property.
